A solemn oath to extirpate heresy was taken, in the great cathedral where, nearly three centuries later, the "Goddess of Reason" was to be enthroned by a nation that had forgotten the living God. Again the procession formed, and the representatives of France set out to begin the work which they had sworn to do. Who is the God Of Forces?

Satan has studied the secrets of nature, and he uses all his power to control the elements as far as God allows.

I went through many ideas but ended up with Satan himself.
Here is the word used in Daniel for forces which really don't fit Satan or France.
But like God I think man goes to Satan for strength and power.
Why do I think it's Satan?
First off I believe the Beast or Nation here is the Papacy after it's wound has been healed.

And he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed. (Rev ­13:12)

Once the wound is healed then Satan can show himself as Christ and cause all to worship him.
If we are looking at the last power to do according to his will we would look to the very end not back in 1798.

As the crowning act in the great drama of deception, Satan himself will personate Christ. {DD 41.4}
The Lord is giving Satan his last chance...{Ms104-1893.}
In this age antichrist will appear as the true Christ {LDE 168.3}
In the last days Satan will appear as an angel of light {Ms 153, 1902, par. 8}
A power from beneath is working to bring about the last great scenes in the drama. {ChS 50.1}
His masterpiece of deception will be reached in the last remnant of time. {HF 343.4}

Throughout the SOP you can find language that leads to Satan and the Beast as the final act not France.

As we approach the last crisis, it is of vital moment that harmony and unity exist among the Lord's instrumentalities. The world is filled with storm and war and variance. Yet under one head-the papal power-the people will unite to oppose God in the person of His witnesses. {7T 182.2}
