So far you could say the both France and the Papacy have fulfilled verses 36-39.
We have twins. This again makes me think of this.

The prophecy in the eleventh of Daniel has nearly reached its complete fulfilment. Much of the history that has taken place in fulfilment of this prophecy will be repeated. {13MR 394.1}

In history and prophecy the Word of God portrays the long, continued conflict between truth and error. That conflict is yet in progress. Those things that have been will be repeated. {CTr 341.2}

The problem with the two twin brothers is they happen at two different times.
France in the past and Papal Rome's wound healed in the future.
Now you can't tell which footage you are looking at.
Which is the more important footage to look at?
The theif in the past or the one right before your eyes?
By looking only at the thief of France you dismiss Rome and he gets away free and clear.
I'm not sure we can determine yet if Papal Rome will fulfill the coming verses.
But so far if you compare scripture with scripture this looks more like Rome than France.
I would say don't get too caught up on either side, but we must be wary of the future application.

Therefore let us not sleep, as do others; but let us watch and be sober.
For they that sleep sleep in the night; and they that be drunken are drunken in the night.
